Does a price cap on peak season airfares benefit consumers?
A lower listed fare may feel different if no seat is available on the desired date. Route capacity, extra charges, refunds and the difference between early and late bookings also matter. Including the trips consumers could actually buy, how large would the effect of a peak-season cap be?
