The National Pension's back-payment system allows eligible periods during which an enrolled person could not pay contributions to be covered retrospectively. The reporting examined cases in which some foreign participants combined a short contribution history with back payments to meet the minimum enrollment period for an old-age pension.
This does not mean receiving a pension after paying only one month's contribution: the additional contributions must be paid and the eligible periods verified. The issue for discussion is how to verify residence and enrollment histories accurately and apply the same requirements consistently, rather than nationality itself.
