Should above-retail movie merchandise sales be reportable?

A reporting system needs to define who receives a report and what issue it addresses. A price premium differs from counterfeit goods, nondelivery or breached purchase limits; clear criteria and an opportunity for a seller to respond matter before removal or a transaction hold.
