Are revenue-proportional fines appropriate for loot box violations?
Should a fine use total company revenue or sales of the offending product? Firm size, intent, repeated violations and remedies for users would affect the burden and the link to misconduct. Is proportional revenue an appropriate basis, and where would you limit its application?
