Could moving public-service applications online limit older people's access?

Moving administrative applications online can reduce travel and time spent visiting offices, but it can create new barriers for people who struggle with devices or identity verification. Older people should not be treated as having a single level of ability; differences in vision, hearing, digital experience and available assistance matter. The question does not assume that rights have already been reduced. It asks what access to in-person and telephone services, help from another person and usable screens should be guaranteed.
