What would fairly balance public recovery of reconstruction gains with the burden on a project? Compare general house-price growth with gains from public investment or the project, and the burdens on long-term residents and investors. Would frequently changing calculation dates or rules make projects harder to decide on? Could loose rules leave disputes about the distribution of gains? Consider whether members can know their charge in advance, when it should be paid and where recovered money should go. This discussion concerns improvements rather than current assessment rules or an individual charge. What would protect predictability, fairness and housing supply together?
