Should breaches of parent-child contact orders face stronger sanctions?

What response should come first when agreed parent-child contact does not happen? Considering scheduling difficulties, repeated noncompliance and a process to examine the child’s circumstances, would you strengthen sanctions, start with counseling or keep current arrangements?
