Why this is an issue

The National Tax Service formally announced that it had recognized the union representing its call-center workers as a union requesting collective bargaining. The union had sought negotiations with the National Tax Service, the contracting authority, on matters including protection for workers performing emotional labor and improvements to working conditions. The announcement marks progress in the bargaining process; it does not mean that agreement has been reached on all wages or employment conditions. The issues are the responsibility of the body that substantively determines working conditions and whether negotiations lead to actual improvements.
